From what I know, primary metering is used mostly in big commercial (like malls) and industrial loads. In primary metering, the meter is at the service entrance before the transformers. So if the supply is 69 or 13.8kv, the consumer buys its own step down transformer to bring the voltage down to 480 or 220V. The meter reads everything including power factor losses, Cu and operating loss from the transformer. The consumer owns the transformer.
I'm not sure what you mean by multi metering.
If your application is a small commercial or apartment building. Then its best to have a individual meter for each slot billed to them directly by the power provider. Not sub-meter.
