DBM office burned on purpose?
SEN. Aquilino Pimentel Jr. yesterday said the fire that struck the Department of Budget and Management office inside the Malacañang complex yesterday is "highly suspect" amid former Budget Secretary Emilia Boncodin's confirmation that she indeed released P728 million to finance the Gintong Masaganang Ani program of the Arroyo government.
The Senate Committee on Agriculture headed by Sen. Ramon Magsaysay, Jr. is conducting a probe into the reported anomalous disbursement of the amount — in the form of a fertilizer fund — to various farmers' organizations who claimed later that they did not receive a single centavo of the supposed financial assistance.

The fire, of still unknown origin, broke out at 5:24 a.m. and was placed under control at 7:39 a.m.
Pimentel said the fire "has all the earmarks of a cover-up through arson." Magsaysay personally went to the National Kidney Institute Wednesday night to get the testimony of Boncodin who was confined at the medical facility.
"Boncodin's testimony given to the Senate committee on agriculture implicates President Gloria Macapagal-Arroyo and other officials. One more reason she should resign," Pimentel said in a text message to reporters when asked about his reaction to the fire incident.
In her deposition taken by Senate lawyers, Boncodin said that the DBM released P728 million for the purchase of farm inputs to the Office of the Secretary, Department of Agriculture under special allotment release order (SARO) dated Feb. 4, 2004.
She said that the release was charged against the Agriculture and Fisheries Modernization Program as a continuing appropriation under Republic Act No.9206

bakit hindi na lang hintayin ni Pimentel kung ano ang findings ng arson investigators before talking to the media.
