Depends on what you want to do with your new PC.
The cpu is half your problem.
The other half is what graphics card you want/need to buy.

Depends on your OS. If you are using Windows 7 32-bit, you might prefer 2gb ram. With Win7 64bit, going 4gb ram is fine.
As for the actual video card, you should not only consider the memory but also the chipset of the video card itself.
In gaming rigs, video cards might cost as much as 1/3 of the total of the whole unit.

regarding processors...
FSB and threading would be a good basis for performance...
when it comes to GPU... you should also look at the processing power coz GPU ram is often misleading...
also check its pixel shader version

I'd go with the core i series since its a newer architecture than the core 2.

If it is just Photoshop your consideration, any of the Intel Core2 CPUs will do since even an Intel Atom 1.6 ghz Dual-Core system will do Adobe Photoshop CS3 just fine with 2GB of ram.
Games on the other hand ... it depends on what particular games you plan to play. High end games will require high end computer specs, especially on the graphics card.
