Kung 24k lang budget, you'd be hard-pressed to satisfy the gamers...
Core Duo, 256MB vidcard, 160GB hard disk and 1GB of RAM is the entry level. Then a 17" flat CRT screen (a similar LCD costs significantly much more). Buy a solid mobo (one equipped with at least 800mhz FSB, PCI Express and built-in Firewire sockets). Wag magtipid dito.

WE have closed out an INternet cafe and we are liquidating our PCs, Monitor, Printers, Scanners, AUtocad Draft pad, Office deviders and more. If interested email me * ken944*hotmail.com and I'll give you info.. Dont need them anymore and just letting them go.

Gamecentric setup A
Processor : ATHLON64 X2 3600+ or 3800+ (AM2, Dual core) - ~4000

Graphics Card : Nvidia 7600 GS card 256 mb (Asus, Leadtek, MSI, eVGA,XFX) - ~4500
Memory : DDR2-667 512 MB x 2 - ~3000
HDD : (SATA) 80GB or 160 GB HDD, any brand - ~3000
Optical Drive : DVD RW (Lite On or Ben Q) - ~2500
Monitor : LCD 19", choose a high res (phillips and samsung) - ~10000
Case/Power supply : Good ventilated case and 350~400W power supply - ~2000
keyboard/mouse : Generic USB keyboard and USB optical mouse - ~Free

Difference between the 2 is on the graphics card and LCD, with option B opting for least expensive brands and on the HDD which opted for Parallel ATA which would save you ~3K from setup A.
Medyo sumobra sa budget pero kung maglalaro ng new games, you need power on graphics card. I opted for AMD since their bang for the buck is better on entry level gaming platform but if you can get a good deal on an Intel Core 2 Duo E4300/4400 or E6300/6320, then go for it. Intel Core 2 Duo is a newer architecture and will have a better upgrade path. In anycase, the dual core AMD should be cheaper nowadays, tapos yung mga DDR2-667 mems should also be cheaper than their DDR-400 counterparts.
Note : setup above don't include the OS (~2 to 3K for win xp pro), headsets (200~400 php) and webcam (500 ~ 600php : china made but are high res).
I've also made another setup but this time more centered on surfing the interent and catering to office suites :
Officecentric setup C
Processor : ATHLON64 3000+ (AM2, Single Core) - ~2500
Motherboard : M2N-MX (AM2, Micro ATX) - ~3500
Graphics Card : Integrated with M2N-MX - ~Integrated
Memory : PC3200 512 MB - ~2000
HDD : PATA 80GB or 160 GB HDD, any brand - ~2500
Optical Drive : DVD RW (Lite On or Ben Q) - ~2500
Monitor : LCD 19", choose a high res (Acer, BenQ,…) - ~8500
Case/Power supply : Good ventilated case and 350~400W power supply - ~2000
keyboard/mouse : Generic USB keyboard and USB optical mouse - ~Free
: TOTAL - 23500
This should be closer to your budget without the OS and accesories. You can turn option C to cater to games, dagdag lang ng 7600 GS na graphics card.
One more thing, sa power supply, make sure you get 350W or above, mas maganda kung 400W.

If your going for intel
Core 2 is the best but price is still high, with your budget you can go pentium d (dual core), but power consumption is too high, talo ka sa kuryente.
So I guess P4 3.0 ka as for now. get higher ram and video card capacity.
planning to keep it for 15yrs just done 10,000 km already replaced the transfer case fluid w/...
