    Anti-drunk driving bill passes final reading in Congress

    QUEZON CITY, METRO MANILA — A bill against drunk driving has reached third and final reading in Congress.
    The Anti-Drunk Driving Bill (House Bill No. 4251) was co-authored by former President and now Pampanga 2nd District Rep. Gloria Macapagal-Arroyo.
    The Land Transportation Office (LTO) will implement the law and is currently acquiring breath analyzers and desktop drug-testing kits.
    The bill states that the drivers can be charged with drunk driving when operating a motor vehicle if the driver's mental and motor skills are impaired or when the driver's blood alcohol concentration level measures 0.06 or higher.
    A private motorist caught drunk-driving will pay sanctions of not more than P20,000 and one month suspension of his or her driver's license.
    Public utility drivers who will be caught driving under the influence of alcohol and illegal substance will be facing heavier penalties such as automatic revocation of driver's license and imprisonment ranging from one month and a day to a year.
    Party-list Representative Emmeline Aglipay who co-authored the bill said it will now be easier to identify and apprehend violators as drunk driving is defined clearly on the bill.
    The Department of Health National Electronic Injury Surveillance System (NEISS) revealed that there were 3,077 vehicular accident-related injuries out of the total 9,521 injury cases reported in 77 hospitals for the first quarter of 2010 alone.
    The World Health Organization (WHO) showed that alcohol intake, depending on the level of intoxication, often increases the likelihood of accidents due to poor judgment and decreased reaction time, among other effects.

    actually, i am for this law. kahit ba magkaroon ng checkpoint sa mga gimikan areas (ayaw niyo nun extra security) as long na ipapatupad nila ito ng maayos at tama, they can save thousands of lives. ang mga tututol lang naman dito ay yung mga madalas uminom ng madami at magmamaneho after.. sana lang mas matas pa yung penalty like not more than 50k, 3 month suspension of license at imprisonment of not less than 6 months but not more than 2 years, para talaga magtanda yung offender. pero kung para sa akin lang, the first time your caught and proven guilty ofthis, slap it right away, 3 month suspension of license and instant 20k fine. the 2nd time naman, give the full penalty and revoke the license. wala ng 3rd offense, maghihintay ka pa ba may maaksidente or maisira yung tao ng ikatlong beses? don't get me wrong i drink too, but in moderation, i know my limits.

    I am FOR the Anti-Drunk Driving Bill.

    And I am FOR PROPER IMPLEMENTATION when this becomes a law.

    4 bottles of beer drank in 2 hours will raise the blood alcohol level to 0.05... so pwedeng-pwede pa!

    i just hope that the test-kits would be reliable and not tinkered by the enforcers.

    for sure dami enforcers na mag-aabang sa kabilang kanto ng mga bars.

    It would be epic to see drunkin crazy drivers kicking the checkpoints and seeing behind bars together.

    At the end of the day, the big question is implementation. AFAIK they don't do checkpoints in other countries but rather pull over motorists who exhibit symptoms of driving drunk.

    and who will implement it once it becomes a law?
    ang daming mga batas but ask those people who should implement it, siguradong sila pa pasimuno na violator. like smoke-belching, non-wearing of helmet (cops wear caps), no license plates, etc.

    I am for this if it gets proper implementation. But it would require gadgets including breath analyzers. Another kick-back potential for those providing these for the government.

    All for this, sana they also included private motorists who get caught to spend time behind bars... I wonder why they have to trumpet pandak's name?

    Ok ito basta ba walang kikilingan at implimented properly with correct tools, gadget at proper training ng law enforcement unit tungkol dito.

    Baka ma-amoy lang ng LE na amoy chico kalaboso agad kahit walang test na ginawa.
