Once given a decent home, will these people be able to find jobs to sustain the decent lives that the government wants for them? Or are we gonna continue paying additional taxes to support them while they continue to litter our streets, reproduce and be a total burden to the society. The government have a good plan otherwise, this will surely turn out as a total waste of time and resources.

Affected property owners should bring this to court immediately to get a TRO or a preliminary injunction against the Office of the Mayor and the City Treasurer to prevent them from assessing and collecting the tax.
Apart from putting up signboards, I suggest that any payments (supposing no TRO is issued) of the tax next year be done "under protest".
Be careful with channels like "China Observer" on YouTube. There is a clear bias in their posts and...
