You get declared when it's mathematically impossible for the uncounted votes to change the result - since it's all or nothing for an electoral college.

Nope because there are still millions of mail in ballots to count. Republican officials didn't want the early processing of these ballots kaya tatagal talaga bilangan for these swing states.
