Say P-Noy does get "emergency powers" soon, what does that mean exactly, and how will that solve the power crisis, given that the only (technical) solution is to put up more power plants, which should have been done 3-5 years ago?

Emergency powers in the sense that supply contracts, building power plants, etc. can be approved without going through the usual red tape?

Impose price controls despite losses on the part of the power generators?

Maybe even institutionalize power plants?
