Maybe he's giving these guys hints so they would resign and have a "graceful exit." After all, getting axed is very embarrassing. Another possibility is that if he didn't appoint these guys, they may have been political concessions to some of his backers during the election. He also couldn't simply axe those as it would give rise to bad vibes with the backers. Just a thought...

if this was the intention, then pnoy should not have made any public statement about this.
lalong kahihiya kung mag resign at may stigma ka na.
on the other hand, if you are not one of those three but would like to resign, now is not the right time as if you do, ma stigma ka rin sa description na "penitensya ka." kaya most likely walang mag re-resign nito
IMHO, it was a bad move to use these words
pnoy could have used more tactful/diplomatic words and gave the hint in a more gentlemanly way to allo these officials to maintain their face/grace

^^^ agree ako bro sa punto mo... ito yung mga inaantay ni pandak na pagkakataon para maka resbak. not a good move pnoy.
kung excess baggage ang 3 stooges na yan ay dapat sentensiyahan na. hwag ka ng magparamdam. ipakita mo na ikaw ang driver ng bansa (di pwedeng tutulog-tulog), huwag kang maging pasahero dahil ang pasahero ay pwedeng matulog!

Unfortunately, PNoy IS surrounded by amateurs who either give bad advice, or give advice to further some other personality's agenda. How amateurish? Remember one of his staffers who made embarassing tweets while they were in Vietnam?
PNoy himeslf is an amateur, so no surprises there.

^ the right thing to do is tell them personally and not attack them on public, it affects their persona, morale and dedication to work. PNoy should take management 101 again IMO.
