KSP Nognog broke protocol yesterday when he arrived late. Nauna pa si P.Noy w/ GMA from Malacanang. Nognog was billeted at Manila Hotel nearby and arrived riding in one of his B-jeep. Sadya ba?

MANILA, Philippines—Dapper in a crisp barong Tagalog, Vice President Jejomar Binay rode Wednesday into what he called the next chapter of his life in a battery-powered jeepney to show his concern for the environment.

Too bad. Five fuel-guzzling SUV’s carrying the outgoing and incoming Presidents intruded into Binay’s programmed scene-stealer. With sirens blaring, the presidential motorcade beat Binay’s puny convoy of two electric jeeps to the inauguration at Quirino Grandstand.

“It’s a breach of protocol,” said Manuel Quezon III, the inaugural spokesperson and the event’s historical adviser.

Binay was supposed to wait on stage along with the other guests for President Aquino.

“It was just a mix-up. You know it happens,” Binay later told reporters. “We were on time. But there is no breach in protocol. You really can’t control how fast a convoy can get,” he said, downplaying an obvious boo-boo.

The convoy carrying Aquino and outgoing President Gloria Macapagal-Arroyo arrived several minutes ahead of Binay’s green vehicles with garish colors that stood out like a sore thumb beside the elegant presidential limousine.

“We are now going to start a new chapter in our service to the country,” Binay said in between handshakes and picture taking at the Manila Hotel lobby hours before the grandstand event.

Members of Binay’s staff said the presidential convoy was 15 minutes too early. The program showed that Binay was scheduled to arrive at the venue at 10:35 a.m. Mr. Aquino and Arroyo arrived at 10:45 a.m.

Binay’s tiny green convoy was pulling out of the Manila Hotel driveway and moving toward the nearby grandstand when the presidential convoy arrived. Motorcycle escorts waved those in the way—including the new Vice President—to move.

“The Vice President gives way to the President. In any context, that is always the case” said Binay’s spokesperson Lito Anzures. “No harm done at all.”

Anzures said the animated conversation between Mr. Aquino and Binay on the grandstand was proof that all’s well between them.

Environmentalist Red Constantino, an advocate of the battery-operated vehicle, drove Binay to the inauguration venue. Electric jeeps are now plying public transport routes in Makati City.

Constantino himself was involved in a minor discussion with inaugural organizers when he was told to move the jeep on the driveway while he was waiting for Binay to move out from the hotel lobby.

The coaster of Mr. Aquino’s sisters and other family members at first couldn’t move to pick them up and to leave the driveway because of the jeeps. Constantino later acceded and the coaster eventually managed to leave the premises.

+1 to this. Kaya ako ginagawa ko as much as possible nilalapit ko sa center lane to maximize my space at para makaiwas sila sa kaka counterflow.

What part of this PD did he not understand?
Under Presidential Decree 96, only motor vehicles designated for the use of the Philippine National Police, Armed Forces of the Philippines, National Bureau of Investigation, Land Transportation Office, Bureau of Fire Protection, and hospital ambulances can be fitted with sirens, bells, horns or similar gadgets.

As for government officials, only the President, Vice President, Senate president, House Speaker, and Chief Justice are allowed to use vehicles with these devices.
Under this PD, he shouldn't even have been allowed to use a siren pero as self proclaimed emperor of Makati, meron din siyang sariling decree siguro. Now that he's VP, Binog can use all the sirens he wants but he will be answerable to the people as he said in an interview last nite.

So ano ba talaga Mr. VP? Answerable to the people or use wang-wang as often as you want?

and i replaced it with a set of loud mitsuba horns! bwahahaha!

We applaud you for this gesture. Sana there'd be more siren/blinker users who would do the same.

According to LTO head Alberto Suansing, the last time his agency went after those wang-wangs, the grand total of those arrested was a measly 10. And these were all by Suansing himself. His men were too afraid to make an arrest because of the padrino system...

Dapat siguro dito i re iterate sa news with stern warnings on offenders and for lawmen who let offenders get away.
