    Sometimes it's the tribal/religious leaders who recommend rape as punishment. There was one case either in India or Pakistan where the brother committed a crime, and the tribal leader recommended the rape of the sister as punishment. Apparently crime and punishment have transitive properties.

    The meme is, like the idea that Japan bans the importation of foreign cars, seemingly true on the face of it, but dig deeper and the truth is not so clear-cut. Japan doesn't ban Muslims at all. They just don't accept all that many immigrants, in total (just 2m immigrants compared to over 30m in the USA), but they've been opening up in recent years because of the low birth rate.
