    SME Magna Carta

    He has filed Senate Bill No. 108 (Magna Carta for Micro, Small and Medium Enterprises) to strengthen Republic Act No. 6977, the Magna Carta for Small Enterprises. The focus of the amendments of this bill focuses on three points: guidelines, institutional support and organizational support. Guidelines refer to the specific asset size definition, appropriating a definite and regular amount for the Small and Medium Enterprise Development (SMED) Council and increase in the mandatory allocation to lending activities. Institutional support comprises additional government agencies to coordinate SME efforts and formalization of the SME Development Plan. Lastly, organizational support to intensify the powers and increase capitalization of the Small Business and Guarantee Finance Corporation to complement the growing demands for financing. Other features of the bill include formalizing the celebration of the Micro, Small and Medium Enterprise (MSME) Week and recognition of outstanding MSMEs.

    why not? Korina right or wrong, people's perception of Korina Sanchez as first lady is dragging MR down. pero i admire MR for his answer when this was brought up.

    he is also seen as an elitist by the masa, angkan ng mga Araneta at Roxas. he is also reportedly some kind of a spoiled brat off camera. the "Mr. Palenke" image is gone and has been replaced by an insensitive technocrat image, thanks in no small part to the many times glaring insensitivity of his boss Pnoy.

    politicking during yolanda relief operations, especially in Leyte. big mistake. the Romualdezes, be they your sworn political enemy, are the legit elected local officials and he should have dealt with them in a more stately manner. this mistake scared many local government officials.


    But, since this election is an exercise of choosing the least evil, he is the better qualified bet. No other bet, sans Mirriam, can equal his qualifications.

    Mirriam can beat him if she has the machinery to campaign but she does not. and of course masaya ang VP pag si Mirriam naging pres. nobody really recovers from stage 4 cancer.

    I read a Facebook post 2 years ago, about the motorcycle semplang incident. It was from one of the first responders during Yolanda, part of the group of Mar.

    Initially, they were in gov't pickups as they tried to go from town to town to assess the situation. However, some fallen trees made the road impassable for 4-wheeled vehicles. In order to continue moving forward, Mar and his crew borrowed motorcycles from the locals. Being a slippery road and all, and of course with his inexperience with riding a bike, the infamous semplang picture was born.

    But what was clear with that guy's post was that Mar wasn't doing it as a photo op, nor did he care much about how it would affect his publicity. It was merely an awkward shot that was fed upon by his haters like vultures, a shot that did not properly illustrate the concern of the secretary for the situation at hand.

    You may claim that it's a biased post (of course the guy working with Mar on the ground will be pro-Mar), but between the opinions of spiteful netizens and that of someone who had first-hand experience, I'd definitely choose to believe the latter.

    2. Imbistagahan at aksyunan n’yo naman yung panlalapastangan sa mga Lumad.

    3.‘Yang ******-inang laglag bala na ‘yan, napaka-inutil n’yo para ‘di ‘yan mapigilan. Benefit of the doubt na na baka mga kalaban n’yo promotor niyan kasi laging perfect timing ang mga insidente. Pero naman, galaw-galaw naman kayo diyan. Inutil!

    4. Yung mga lintik na plaka at sticker namin sa LTO, ang simple na lang nun, dude, pumalpak pa kayo.

    Ito naman yung mga bagay na kinagagalit ng lahat pero kaya ko pang intindihin:

    1. Mamasapano – sige, covert military operation ‘yun kaya ‘di applicable ang rules. ‘Pag successful, palakpakan. ‘Pag palpak, yari lahat ng sangkot. Ganun talaga e.

    2. Yolanda - kaya ko ring intindihin kasi pinakamalaking delubyo ‘yun sa kasaysayan. USA nangamote sa response sa Hurricane Katrina. Japan nangamote rin sa Kobe earthquake. At in fairness naman, UN mismo na-impress sa response natin. World Bank at ADB impressed din sa nangyayaring rehabilitation. Pero yung asta mo during that time, ‘kala ko talaga wala ka ng balak tumakbo kasi napakaantipatako mo sa mga interview. Corruption? Tignan natin kung anong ilalabas ng mga nag-iimbistiga.

    3. MRT - nakakabuwisit talaga tuwing sumasakay ako. Minumura ko kayo ni Abaya. Pero at least bumili na kayo ng mga bagong bagon. Aasahan ko ‘yan a.

    4. Trapik - dati pa namang problema ‘yan. Naging hit song nga ‘yan ng ‘90s rap group na Death Threat at girl band na Prettier Than Pink. Sana makatulong nga yung pinagawa n’yong NLEX-SLEX connector. Aasahan ko rin uli ‘yan.

    5. NAIA – sige, nagulat siguro tayo sa biglang dagsa ng halos 5 million tourists at sa biglang boom ng local tourism kaya hindi nakapag-cope yung airport. Pero, ito ha, may 6 years ka para ayusin na ‘yan.

Ang alam ko lang din, tumaas GDP dahil sa DAP at bumagal nung tinanggal ito bigla. Tapos nung tinanggal, binatikos naman ang gobyerno na under spending daw.

    Ito naman ang mga dahilan kung bakit kita iboboto:

    1. Bilib ako sa napagawang 100,000 classrooms. Wala pang nakagawa nun ever.

    2. Bilib din ako sa napagawang 18,000 kilometers na mga kalsada at 100 kilometers ng mga tulay. Wala pa ring nakagawa nun.

    3. Bilib ako sa nangyayaring AFP modernization. Wala pa ring nakagawa niyan.

    4. Bilib din ako na consistently tayong nasa top 3 in terms of GDP growth sa Asia. Wala pa ring nakagawa niyan.

    5. Astig din na ang forecast ng World Bank ay magiging upper middle income economy na tayo by 2020.

    6. Hanga din ako na laging ayon sa schedule naipapasa ang budget ngayon. Dati kasi sinasadyang ‘wag umabot sa deadline para reenacted budget lagi. Yun na, free for all na ang pagdekwat.

    7. Ayos din na naibalik ang indepence ng Supreme Court. Dati parang puppet na lang ng presidente, e.

    8. Ngayon din, nagtatrabaho na ang COA. Dati, bibigyan lang ng pansit ang auditors hindi na magtatrabaho. Si Heidi Mendoza mismo ang nagsabi niyan. Ngayon, lahat takot sa COA.

    9. Pati Ombudsman, kinatatakutan na ngayon. Dati parang dekorasyon lang ang Ombudsman.

    10. Malaki na rin ang improvement natin sa Corruption Index na matagal ng hindi nangyayari. 2008, 141st tayo out of 175 countries. Ngayon nasa 95th na tayo.

    11. 90% na rin ang coverage ng Philhealth.

    12. Yung K-12, kahit na ang daming galit diyan, hanga ako na pinanindigan n’yo ‘yan.

    13. Ganun din sa RH Bill na kailangang-kailangan natin. At the risk of losing the Catholic vote, pinush n’yo pa rin. Asshole lang ‘tong si Tito Sotto, hinarang yung budget.

    14. Inflation, lowest level in history kaya star din ‘yan. 7.25% nung 2008, ngayon 1.5%.

    15. Unemployment, bumababa consistently. From 7.3% nung time ni GMA, ngayon nasa 5.8%

    16. Yung pagpapakulong sa tatlong senador, unprecedented ‘yun.

    17. Yung pagpapakulong kay GMA, agree din ako diyan.

    18. Yung pag-impeach kay Corona, ang tigas n’yo dun. Thug life, kumbaga.

    19. Ok din yung Oplan Lambat Sibat (kahit ang weird ng pangalan) kasi 700+ out of the 900+ most wanted ang nahuli dahil dito.

    20. Impressive din yung response sa Bohol eathquake.

    21. Ayos din yung response sa Zamboanga seige.

    22. Ngayon lang din nangyari na nag-improve ang Debt-GDP ratio natin kaya ituloy n'yo lang 'yan.

    23. Ngayon lang din nangyaring naging creditor nation na tayo. Hindi na lang tayo nangungutang, nagpapautang na rin tayo kaya may extra income tayo dun. Good job 'yan.

    So, Mar, iboboto kita ngayon. Pero hindi ibig sabihin nun kakampihan kita lagi. Susuportahan kita, pero mumurahin kita kung kinakailangan.

    I think the bigger problem is that Mar actually poses for these photos. Whether for fun or for propaganda purposes, they're not doing him any good.

    And then there are the media vultures waiting around every Mar appearance, event, function or etcetera, waiting for him to commit a goof that they can catch on camera.

    If any candidate needs better publicists, it's Mar. It's ironic that he has celebrity support c/o Noy and Korina, but his PR machinery simply seems second rate.

    I've heard others claiming that the steel gauge used for the bodies doesn't justify the 300k price, but not having examined the units up close, I can't say much.

    CAC really hit the jackpot with the dual supply contracts, for the Mahindra Enforcer and the KC2700.

    I imagine there might be some extra money to be made in the packaging of the emergency equipment and such, but it would be hard to quantify. No store here carries enough stock to supply such a large order, so it's likely everything had to be imported especially for those units, and if you're going through a regular supplier, you'll have to pony up cash up front to the subcontractor or supplier, hence, the cost of financing.

    I'm making enquiries as to a Mahindra test drive. Xylo maybe for the site... but I want to drive the Enforcer (preferably in full Police kit) for... uh... personal reasons.

    Ang pagbalik ng comeback...

    The budget set at 895k needs to include the following:

    1) A full conversion of the pick up complete with siren lights with speakers
    2) Rear body conversion, full body build with convertible back to back & front facing seats.
    3) Cost of maintenance for a year
    4) Logistics, meaning delivery to the end users all over the Philippines
    5) 3 years TPL & registration etc (NAPOLCOM specs)

    The rest of the conversation pretty much went word for word like this:

They wanted the bid price raised because 900k was out of their budget for (Toyota, Mitsubishi Isuzu etc) We were the sole bidder.

    Going back to the Mahindra pick up, it�s being used by the South African police for the very same purpose. The Indian army, Nepalese army some Chilean police departments, if it�s good enough for a modern country like South Africa why not the Philippines? Mahindra also owns Ssangyong the Korean vehicle manufacturer.

    For the record the Mahindra Enforcer police version cranks 100 hp & 240 Newton meters of torque. Toyota Hilux only 200 Newton meters of torque hence a weaker engine with less pulling power.
    Matibay yang Mahindra kasingtibay ng mukha ni Pacquiao matibay talaga yan nakaka survive nga sa indian roads ano pa kaya dito.

    i am not pro MR. i don't like him. he is an elitist trying hard to project himself as pang masa. remember the "mr. palengke" pitch. BUT it is grossly UNFAIR and incorrect to say that he had anything to do with the procurement of these vehicles.

    1) although the pnp is under the administrative supervision of the dilg as one of its bureau, the silg is not the head of the procuring entity of the pnp. this is the reason why the silg at the time of the acquisition of the two pre-owned choppers bought by the pnp from the company of the first gentleman was not indicted.
    2) procurement in the pnp is not centralized.
    3) the are two heads of procuring entities in the pnp and each has its own bids and awards committee.
    4) in the case of NHQ procurement, the CPNP is the head. in case of the PROs (police regional offices), the regional directors of these PROs who have their own bids and awards committee.
