Ex-lawmaker Pichay received regular bribes of P.5M from military

MANILA, Philippines—Former congressman and now Local Water Utilities Administration (LWUA) head Prospero Pichay had been allegedly receiving P500,000 from the military when he was chairman of the House of Representatives' committee on national defense, a former military officer disclosed on Monday.
Testifying before the Senate blue ribbon committee, former military budget officer Lieutenant Colonel George Rabusa claimed that he was always asked by his then boss, former military comptroller Carlos Garcia, to prepare P500,000 every time Pichay would visit the office of the military chief of staff.
The chief of staff then, Rabusa said, was Diomedio Villanueva.
“Si Congressman Pichay...Prospero Pichay,” said Rabusa when asked by committee chairman Teofisto Guingona III if there were lawmakers involved.
“Every time na bumibista po sya sa opisina ng chief of staff, ipapatawag po ako ni General Garcia…O prepare mo na yung P500,000 para kay Congressman Pichay (Every time Pichay visits the office of the chief of staff, I would be called by General Garcia, who would ask me to prepare P500,000 for Congressman Pichay),” she said.
But Garcia, who was at the hearing, immediately denied Rabusa's allegation.
“Wala po akong maalala na ganung pangyayari (I don’t remember any such incident),” said Garcia.
But Senator Jose “Jinggoy” Estrada went on and asked Rabusa why the military was giving money to Pichay.
Rabusa said he did not know why except that he was always v asked to prepare money for Pichay every time the former congressman visited the chief of staff's office.
He later surmised that Pichay was being given money because he was the chairman of the House committee on national defense.
“Sya (Pichay) yata ang nagdedepensa ng budget naming (He defends our budget),” Rabusa said.
Asked again by Estrada how many times he went to Garcia's office then, Rabusa said not less than three times.
