I received an forwarded email regarding lotto winners, I don't know if this is true or not.

Shocking Disclosure from the World Bank

A financial analyst of the World Bank would like to inform Filipinos
about the money-making scheme of the Arroyos, the proceeds from which
go to the family's secret account in Switzerland. He disclosed that
all Lotto are orchestrated, and big money goes to the two sons of the
lady president. Recent example is the SUPER LOTTO 6/49 draw, where
supposedly two individuals from Luzon won. Do you know WHO these
individuals are? It's Mikey and Dato, who else?
One might ask how could the draw be rigged when it is being televised
in front of millions of viewers.

    Mikey Arroyo

The answer is simple. As you all know, all bet combinations are being
entered into PCSO's main data base as it is on-line, therefore, it is
easy to determine which combinations were NOT betted upon. If they
want to raise big money, no winners will be declared until the JACKPOT
reaches sky-high because they could dictate the outcome at will. When
it's "HARVEST TIME", viola, there would be "winner or winners" and the
    process repeats all over again.
One might ask how this is being done. One insider told our
investigators that actually the "DRAWN BALLS", six balls to be exact,
are the only set which could fit into the transparent tube which sucks
the balls up. All others are slightly bigger than the diameter of the
tube, which cannot be distinguished by the viewers.. Therefore,
there's no way they could be drawn! You Filipinos are being skinned
alive, fried in your own fat and lard by your own government.

The WB analyst asks "Don't you ever wonder why president BARACK OBAMA,
avoids your president like a stinking leper?"

True or not... I would not be surprised if it is proven true.

afaik, there is a separate lotto system for vis/min at luzon so naturally there won't be any winner in luzon that placed bet in visayas.

as far as cheating in phil lotto is concerned, the news is nothing new.

but another information i heard is that corrupt politicians don't place bets nor win. what they do is buy the winning tickets from the person who placed the bet so it will appear they won in the lotto.

if you ask why do this? they can use lotto as their alibi in amassing huge amount of wealth.

i'm not defending the government but afaik, one of the two winners of the big lotto pot has still failed to claim the prize.

    anyway this is nothing new.

Maaring may dayaan pero hindi sa ganung paraan, di na nila kailangan pang palitan ang size ng bola o lagyan ng pabigat or kung ano man...pwede nila palitawin na may nanalo na by just saying a combination na lumabas sa TV is a winning combo kahit wala, example lumaki na ng lumaki then at this certain date yung lumabas na combo di parin tinamaan...they can just say na BOOM sa QC, or sa manila may tumama sa so and so outlet...wala na may habol ka ba? pwede nalang nila siguro kuntsabahin yung outlet owner at sabihing kumwari meron dito sa outlet mo nanalo ok, eto yung for the boys natin

Pero pambawi naman sa PCSO, as a lotto outlet owner weekly nasa PCSO yung errand boy namin or minsan ako din to get supplies, Ive witnessed winners claiming their prizes from time to time..Meron talaga mga talagang mukhang dukha, di ko malimutan minsan isang pamilya, tatay, nanay, mga anak magkakasma nag ke claim ng prize mukhang galing probinsiya at sa unang tingin talagang kita mo sa mukha yung halong kaba at excitement.................theyre millionaires and they dont know what to do

just look at the choice of words

You Filipinos are being skinned alive, fried in your own fat and lard by your own government.
The WB analyst asks "Don't you ever wonder why president BARACK OBAMA, avoids your president like a stinking leper?"
yan ba galing sa isang professional na taga WB?

and if it really came from the WB, baket hindi na-cover yan the mainstream media?

I have actually heard of people who have won, and know a few who won minor prizes.

This email is just a big hoax... why go to all the trouble of fixing a major game with independent auditors and millions of witnesses, where you have to let outsiders win most of the prizes so it won't be obvious... when you can make millions upon millions simply through jueteng?

And that's not mentioning the fact that the Lotto game already earns millions in revenues without "dayaan"...

    Ang pagbalik ng comeback...

    Two things:

    1. I don't think the e-mail is from an analyst at the World Bank.
    2. But I think that what the e-mail says is really, really true.

I do have a friend who is a relative of Mar Roxas. He e-mailed the good senator regarding this lotto issue and hereunder is the reply of the senator, which my friend likewise forwarded to us, his friends:

Subject: [SPAM] RE: [SPAM] FW: SHOCKING DISCLOSURE FROM THE WORLD BANK

    Dear Jun,

Thank you for forwarding me the e-mail thread regarding the alleged statement of World Bank. I have promptly instructed my office to investigate the matter further and verify the veracity of such statement.

The World Bank has vehemently denied issuing the said statement about Lotto rigging, as well as any statement circulating regarding currency manipulation. Attached in this letter is the official communication given by the World Bank in response to our queries, for your reference and perusal. It might also interest you to know that the World Bank has already posted an official disclaimer in their website, www.worldbank.org.ph as early as 17 March 2009.

Hence, I would like to reassure you that the alleged World Bank statement is fraudulent and was circulated maliciously. Be assured that I will remain vigilant in keeping close watch over you welfare and interests. Again, thank you for your email and please do not hesitate to keep in touch with me for any of your concerns.

    God bless,
    Mar

of course minor prizes will just be given away by those corrupts to the public in exchange of the trust of lotto aficionados. but when it's about jackpot prize with a whopping Php 167M, that's a different story. why would those corrupts settle for less if they can reap more?
