then sabi mo dadaming layers ng bureaucracy(red tape diba?). so, mas dadami pa ba compared sa ating kasalukuyan? pag dumami nga naman ang pipirma sa isang bagay eh dadami din ang lagayan.

tama nga yung dapat eh new type of leaders. pero ano man ang galing nun oras na nasa system na sya nagbabago at naging dios na feeling nya.

sa mga PMA'yer lang eh(sorry batobato lang po) years of discipline and high moral standard pero pag nasa pwesto na iba na lahat.

I mean unitary republic na na tayo puro red tape na. paano kung federal pa? Nayon pa na lang reklamo na ng ibang FDIs ang LGUs (the hanjin case for instance)

indeed, added bureaucracy. In a federal system, a state is self governing except in the area of national defense, monetary policies (currency) and foreign affairs.

In other words, a state should set up its own government agencies similar (duplicate) to its central government (federal government's) counterparts.

Ex. state police (internal security)
state government aside from the provincial government
national guard ( federal government)

So the president of a federated state must work first with the state governor before he or she can talk to the provincial governor...

e.g. ang problem ng Manila, dapat sa Manila lang... etc

It will also help to decongest Manila - just imagine if 1 state offers zero taxes for individuals and businesses.

However, feeling ko hindi pa tayo ready sa Federalism...

Just look at Ilocos and Davao... Sino ang kayang tumalo sa mga Marcos and Duterte?

kasi para sa akin wala talagang diperensya ang sistema, hindi kasi ako naniniwala na ang pag unlad ng isang bansa ay magdedepende sa sistema ng gobyerno nito.

sa tingin ko naman, kung ang mga nakaupo o ang mailuluklok natin eh magiging tapat at gagawin ng mabuti trabaho nila, magiging maayos naman ang bansa at gobyerno natin. pero kelangan parin ng tulong natin mga mamamayan.

At the rate we are trashing constitution, theres no stopping a new federal state from declaring indipendence to join another federation in the region once their seed money goes empty due to corruption. We end up disintegrating the republic just like what happened to yugoslavia

This might sound harsh. But for the sake of discussion and thinking out of the box, naisip ko rin...

Ang problema ng Manila , Manila lang... Corruption will just be localized...

Then naisip ko, so fine! Kung corrupt ang "state of Timbuktu" na isang parte ng Pinas, eh di sila na maghirap. Localized lang hirap. Hindi buong Pinas. Kung maunlad ang isang "state of Zulu" eh di good for them. People and business will go there.

When we think about national problems, isa na ang traffic parati. But traffic only hounds NCR and other metros in the country. Small percentage per area lang yun. Sa Mountain Province wala. Sa Samar wala. Pero pag taga manila nag salita, kala mo problema ng buong bansa ang traffic. We have localized problems as well.

Importanteng part ng proposal on federalism is the anti-dynasty part. Kung ma aprubahan yan, kahit Marcos ka ng Laoag or Duterte ng Davao, or Angara ng Aurora, kung may anti Dynasty law, at maipapatupad ng tama, baka may future ang federalism sa atin.

Think about it.

imho, it's not the form of government that needs to change; we need to change the pieces of crap in office, and, most importantly, the electorate, if we hope to dig ourselves out of this fine mess we've made for ourselves.
