If we look at the 30 Richest Countries, most of the type of government are Parliamentary and Monarchy and not Presidential.

The Philippines has shifted from Bicameral (1935 Constitution) to Unicameral (1973 Constitution Note: with Presidential law-making powers) to Bicameral (1986 Constitution) legislative forms and still we've been left behind by our regional counterparts.
It's not the form of government or legislature. It's really the trapos and their dynasties who have been hanging on to power too long.
