Nothing to do with past admins. Nag iimprove ang technology but you need to build infra. 10yrs ago pa may LTE but for major cities only, most data still rides on 3G, later nalang nagkaroon ng LTEA.
Habang tumataas ang generation tumataas din ang frequency at lumiliit ang reach so you have to build more infra to cover the area hence the need for more cell towers.
Same with fiber optics, noon carrier grade lang ito. Ginaya ang Verizon Fios FTTH so the telco needs to replace the medium/infra from copper to fiber optic. More nodes, more cable laying, more permits and ROW issues.

May kakilala ako yung 1,899 PLDT account nila na-upgrade na daw sa 300mbps. Ang claim nila natakot daw kasi sa DITO. Natawa na lang ako sabi ko mas threat pa ang Converge sa kanila (inspite of some of their issues) kaysa DITO with its very limited coverage.
Personally, I think these are plausible scenarios if we're following the Duterte family saga in the news and sa socmed.

BNPP was mothballed not only by cory but by ramos, erap, glory, pnoy and from the looks of it by duterte himself. more importantly cory decided not to operate it because of the horror of the nuclear disaster that happened in chernobyl, ukraine in 1986 and not vindictiveness as you believe
ramos, erap, glory and duterte could have operated the nuclear plant built by apo macoy during their respective terms but they didnt, why is that so? cause theres no place to dump the nuclear waste it will generate which will remain hazardous for a thousand years. generating power from a nuclear source doesnt end in a simple generation of electricity but in dumping nuclear wastes and dumping nuclear wastes aint cheap endeavor
meralco was owned by the lopezes and was forcibly taken from them by marcos during martial law. its only appropriate to return it to the rightful owners after the architect for its takeover was ousted in 1986
martial law was implemented by marcos to avert communist take over but what ensued under martial law was DICTATORSHIP and NATIONALIZATION of companies which are hallmarks of a SOCIALIST/COMMUNIST regimes like USSR which is now defunct due to moral and financial bankruptcy
