When the Bayanihan laws were passed, they contained a stipulation hat he will report to Congress/the people every week how he is spending the money, or at least tell us what progress has been made against the pandemic (how many PPEs did he buy from Pharmally, are the HCW already being compensated, are the deaths at least going down?, etc.). But nope, mostly he uses the time (if he can even be bothered) to talk about whatever (mostly inanities: yung ano... brrrtt brrrttt, etc.) he wants.
