Two points:
1. These cops could be just scalawags.
2. These are cops are not scalawags but just doing vigilante (extra-judicial) killings.

1 is unlikely as scalawags won't take chance and would just hire somebody to do the job. I'm looking at 2 as these cops are high ranking, making the hit too important to be compromised or delegated to somebody else.

According to news reports, the victim is a civic leader who is helping former drug pushers to change their ways (bagong buhay). Had the killers not been caught, she would have been conveniently tagged as drug a pusher/coddler/etc. and deserved to die.

But my point really is, we have here cops that believe in killing people is a solution. I wouldn't be surprised if they think of themselves as patriots for doing what they're doing. These people are more dangerous than scalawags.
