Hon. JESLI A. LAPUS
Secretary of the Department of Education
Republic of the Philippines

As Secretary of the Department of Education, Secretary Lapus heads not only the biggest Department which accounts for about 30% of the entire Philippine bureaucracy, he is the first Philippine Secretary of Education to be elected member of the Executive Board of the United Nations Educational, Scientific and Cultural Organization (UNESCO) in Paris, France, a testament of esteem bestowed by education experts in the international arena. Under his watch, the DepEd unprecedentedly rated highest among government agencies in public approval surveys in 2007. His successful reforms in education and management have resulted into some world best practices as per World Bank reviews. Secretary Lapus registered outstanding achievements in resources generation, new classrooms construction, new teacher items, students performance and other key result areas.

Secretary Lapus is the epitome of excellence in versatility. Prior to serving for three terms as a member of the Philippine House of Representatives (1998-2007), he was precocious as a top professional manager in the private (Manufacturing, Financial Services and International Trade) and in the public sector (Developmental Work and Rural Finance). Acknowledged for his competency and advocacy, he moved from a lucrative life in the private sector to distinguishedly serve in the cabinets of three Presidents (Aquino, Ramos, and Arroyo).

A CPA, MBA and DPA, Lapus was original core faculty of the Asian Institute of Management’s Masters in Development Management Program. He has taught for many years at the Ateneo de Manila University, Maryknoll College and has conducted Executive Training Courses in Indonesia and Malaysia.

In Congress, Lapus exposed and streamlined in 2002 the infamous multi-billion peso automatic payroll deductions scheme at the Department of Education which has adversely affected the net take home pay of some 300,000 public school teachers. This decades long practice is considered a major cause of low teachers’ morale and consequently, impacted directly the quality of education in the Philippines. For this achievement, Lapus was called a “Champion of Public School Teachers” by teachers associations.

A tri-media practitioner, “Cong. Jesli” as Lapus is fondly called, was a columnist in major dailies, hosted television shows and has a regular weekly radio program over a leading nationwide station.

MANAGEMENT PRACTICE

1. Appointed Secretary of the Department of Education (DepEd) in 2006. Performs oversight functions for the President of the Philippines over: National Commission for Culture and Arts (NCCA), Early Child Care and Development (ECCD), National Historical Institute (NHI), and the Film Development Council of the Philippines (FDCP).

2. As the youngest (at 42 years) President and CEO of the Land Bank of the Philippines (1992-1998), he steered the Bank from an obscure number 18 position to become the 3rd biggest in the banking industry and best performing Government Financial Institution. Lapus is considered the “father” of the LandBank Charter of 1995 which dramatically strengthened the institution.

3. Appointed Undersecretary, Department of Agrarian Reform in 1987. Established the CARP Fund and set up the Support Services Sector.

4. As the first Filipino and youngest (at 29 years old) Managing Director of Triumph International (Phils) Inc. (1979-85), the multinational company became the biggest operation of its kind in the world, making it the top RP export producer and employer.

5. At 23 as the Chief Finance Officer (CFO) of the Ramcar Group Lapus engineered the celebrated acquisitions and mergers in the battery industry which established the erstwhile laggard Ramcar as the undisputed market leader in the country

6. At age 20, was Auditor in Charge of SGV & Co., CPA’s clients.

7. Dubbed “Management Whiz Kid in the Asean” by the international magazine, Asian Finance.


ACADEME

1. Youngest recipient (at 29 years) of the highest AIM alumnus award, The Triple A Award in 1980 for outstanding achievements in the practice of Management.

2. Consistent dean’s (top) list in college. Completed college education in three years. Passed CPA Board exams at the age of 19.

CONGRESS

Installed to the Hall of Fame as Outstanding Legislator for 5 consecutive years (2000-2004) by the Makati Graduate School and Congress Magazine.

As Chairman of the House Committee of Ways and Means, spearheaded the crucial 2005 fiscal reforms measures for the Philippines, thereby, saving it from certain economic crisis.

As Chairman of the House Committee on Suffrage and Electoral Reforms, sponsored the historical Overseas Absentee Voting Law allowing overseas Filipinos to vote during the 2004 elections.

Sponsored the WTO Safeguard Measures Laws in 1999.

Principal author of inquiry and bills on Pre-Need Companies beginning in 2000 which led to timely regulations at the SEC prior to major corporate collapses.

Set a record in Tarlac politics when he ran for reelection as Congressman as an unopposed candidate in the 2004 elections.

A few years ago our company volunteered to renovate a dilapidated room of an elementary school in Quezon City part of our regualr outreach programs. Out of our own hands, our own pocket, we succeeded in rebuilding and furnishing that room into a modest library. During the turnover ceremonies, nandoon pa yung ama ni Mike Defensor at guest at kung anu-anong promises sinasabi.

Today, that school is no longer operating. Nobody enrolling. Only the library and staff offices and a few other rooms are fit for occupancy. The rest of the school buildings are safety hazards. Sa totoo lang parang maiyak ka sa nangyayaring kapabayaan sa ating public educational system lalo na sa elementary.

Before our company selects a school to help, we consider several others. One of those we sadly had to turn down is in Binangonan. The school is basically a SHANTY with squallid surroundings! It'll break your heart so see the kids trying to fit inside a room whose ceiling is barely 6 feet from the dirt floor. Shifting pa ang classes. The teachers even offered us somthing to eat but I had to decline. Di ko masikmura ang paligid... and yet those brave teachers and persistent pupils had to deal with this on a daily basis. I have a picture of this school somewhere in my collection.
