What car/engine and what are the issues or symptoms?
Accessory belts are kinda tough and a little water or oil is not going to significantly affect it. If it's making a noise, find out where it's coming from (as in, which pulley) and check for alignment, wear, or damage. Check also the belt itself, including the tensioner if it's still providing enough tension and dampening. Check the condition of all the idler pulleys, including the one on the tensioner.
Check also the alternator pulley. When worn out, the internal one-way clutch mechanism (if equipped) will start to slip and give off loud chirping noises.
