best way is not to even try if you can avoid it if you are driving a car.

but if you can avoid it, put your car in 1st gear, turn off your aircon and go slow thru the water while avoiding the deeper portions of the road. Adjust your speed to be as fast as the bow wave in front of you (if the water is deep enough to create one).
