it's like hey it's sad there are so many homeless people but don't build homeless shelters in our neighborhood

I'd pick a YT video that had less political connotation. But, I settled for the first one that showed up.

The video did mention that the amount of red tape is simply astronomical, especially environmental concerns. But, that has always been there even 20 years ago when I lived in California. I rented an apartment near Santa Barbara for $700/mo. That very same one is now $1500/mo. It has to be more than snobby residents that's causing rent to go up.

I'm also comparing the above to my wife's apartments in the PH. Hers was planned, built, and occupied in a straightforward way. No BS apart from the usual, you know, payout/favors.
