    Hay naku SUA na naman daw! Hahaha pero sabi ng driver inantok daw siya tapos kaka recover lang niya sa stroke? So baka impaired na reflexes niyan tapos inantok pa. Driver error.

    Sila kamo maghanap nung mga suspect. Puro dada lang yan CHR, hands-off naman sila sa responsibility and accountability.

    If you are intoxicated or incapable to operate a vehicle, then don't take the wheel. Some Pinoys are just plain stupid and they would stand up or make excuses for doing something wrong.

    "It is the responsibility of the CHR to protect the rights of the people from abuse by state agents such as the government, police and the military. The CHR is mandated to ensure that the government will not abuse and violate its duty to protect the primary rights of the people,"

    CHR commissioner Roberto Cadiz reiterated their mandate is to go after those who suffer abuse in the hands of government.

    "It is not our mandate to go after common criminals… it is the duty of the Philippine National Police, the executive agencies under the Office of the President, to go after them, to investigate them, to file charges and put them behind the bars of justice," Cadiz said.

    "When state agents such as policemen or officers of the government commit these atrocities, that's when the CHR comes in," he added.

    perhaps they are too intoxicated to think clearly, on why they shouldn't take the wheel.

    Kahit sa drunk driving, pag ang lasing naaksidente, hindi sila umaamin na nakainom sila. Wala pa yata ako naencounter na lasing na umamin na lasing sya.

    Asan na yung enforcement ng Anti-Drunk Driving Law? Dami batas, walang kuwenta yung enforcement.

    Kung ako ang ncrpo chief...maglalagay ako ng choke/check points dyan sa pasay road..malate, timog pag weekends..breathalyzer lang katapat nya..10k agad penalty 1st offense

    I think yes, it's legal. Breathalyser lang naman, hindi naman checkpoint talaga.

    it's easy to criticize the chr for "civilian" deaths but it's not what this body was created for.

    Some EUROPEAN countries they have a law that a car must have 1 breathalyzer inside the car. If in case there's apprehension kahit walang dalang breathalyzer yung traffic enforcer the driver has.

    Dito sa China, they do that, they put checkpoint sa mga area na ma daming clubs and restaurants, and yung checkpoint ay yung wala ka na iambanh daan na tatakasan, and then a few meters away sa checkpoint ay meron nang mga police who will scan first if meron bang driver na lilipat ng upuan sa kasama niyang passenger, and then yung unang gagawin nila ay they will asked you to open the window and ask you if you've been drinking without going out of the car, and they will asked you na yung mukha nila ay malapit sa face mo para ma amoy nila kung naka inom ka o wala, if meron silang naamoy, they will ask you to blow sa breathalyzer to confirm, and if mataas alcohol sa breathalyzer, they will hold you and bring you to the hospital for a blood test para mas accurate ang reading.
