I lived in Manila for more than a decade. Yang mga jeep na yan ang isa sa mga worst offenders overall. Talyer/garahe ang sidestreet. Worse, nakababa pa ang makina kaya di mo maiiurong basta basta.
Sidecar eh matagal nang bawal supposedly yan sa mga major roads pero botante eh.
Pag dating naman sa china town area, ang mga main offenders naman is mga private na sasakyan.
In short, parepareho lang na offender mapa private or public pa. Pero given na napaka sablay nang law enforcement, money making scheme lang lalabas to.
The intention is good but enforcement again will be a suspect.
