MANILA - Super typhoon Yolanda has sent home Chinese maritime and Navy vessels at the Ayungin Reef in Palawan, while the half a dozen Philippine Marines on board a rusting and grounded World War II-era ship are safe, a source told InterAksyon.com.
This effectively ends the standoff between the two countries some 100 nautical miles from the island of Palawan.
Ayungin is part of the Kalayaan Island Group (KIG) in the West Philippine Sea (WPS). China claims the reef is part of its territory, more than a thousand nautical miles from its nearest 200-nautical-mile exclusive economic zone (EEZ).
“They’re safe,” said a senior officer of the Philippine Marines guarding the reef on board the shipwreck BRP Sierra Madre (Landing Ship Tank 57). The Philippine Marine official requested that he not be named because he is not authorized to give any statement regarding operational activities in the West Philippine Sea.
“Hindi naman sila naanod (They were not washed away),” the source added.
The source said the Chinese Navy ship, maritime ships, and fishing vessels left Ayungin two or three days before Yolanda struck the country.
“As of now, we’ve no report that the Chinese ships have returned to Ayungin. Dahil siguro may paparating na naman na isa pang bagyo (Maybe because another storm is approaching the country),” he said.
In June this year, Chinese vessels entered Ayungin and had maintained a presence in the area, as what they did in Panatag (Scarborough) Shoal located in Masinloc, Zambales in April 2012.
The territorial dispute between the two countries is being heard by an international arbitration court in Hamburg.

^ empathy daw with the victims.
Kanina while driving to work may live reporter sa tacloban outside a store na may mga bigas pa sa loob. May 5 SAF daw na naka bantay pero andami ng nakapaligid na gusto rumansak dun sa tindahan. Scary scene daw talaga.
Im thinking what if meron din may baril dun sa nakapaligid? Chaotic talaga.
Still can you blame them? Nawalan ka ng bahay at ari-arian, namatayan ka pa ng mahal sa buhay tapos gutom na gutom ka pa.

Temporary anarchy. That happens. Kahit sa New Orleans during the aftermath of Katrina, it happened. Kaya pumasok na yung National Guard. It will subside when the government gets a grip of the total situation.

Duterte orders Davao Yolanda relief team to shoot looters - www.NewsDesk.asia - www.NewsDesk.asiaDAVAO CITY mayor Rodrigo Duterte ordered the team he sent to Yolanda-ravaged Leyte to shoot whoever will stop the convoy he sent before reaching the intended destinations.
The city sent a convoy of 20 doctors, 20 nurses and a 40-man team from Rescue 911 to aid in the relief efforts for the survivors of super typhoon Yolanda. The team is also bringing antibiotics and medicines against pneumonia and tetanus.
If the team will be harassed by Yolanda survivors, Duterte’s order was for the team to shoot.
“I told them if some people will try to stop them they tell those people that they are sent by the Davao City government to send help to the victims of the typhoon,” Duterte said Monday morning. “If they will not listen, shoot them in the foot,” Duterte said.
The problem, he said, is that the desperation of the people for help has resulted in them ambushing vans carrying relief assistance.
“I would not make a sweeping accusation but along the way the people are being cannibalized,” he said. “So my order is when they are stopped, they just have to announce that they are a contingent from Davao City and they are there with doctors and medicines. And if they will be stopped, they tell the people that my order is for them to be shot in the feet. That is what to be done in when there is anarchy.”
Duterte, who flew to Tacloban, said anarchy in areas ravaged by Yolanda must not rule. After the onslaught of the super typhoon, survivors in ravaged areas have ransacked establishments, taking away food and other supplies. Survivors even attacked a Philippine National Red Cross team who was bringing food to affected residents in Tacloban City.
The mayor went to Tacloban to personally deliver the city’s aid. Davao City is giving P7 million (not P8 million as earlier reported by NewsDesk) in aid for the victims. Duterte said he will also assess how long the team must stay there.
“There is an imperative need and moral obligation for Dabawenyos to help and I will be there,” he said.
As of last night, the team stopped in Maasin, Southern Leyte because of impassable roads. The military has already cleared the roads. Duterte, who will be overseeing the Davao team, said three choppers are on standby to be used by the medical team to reach farflung areas.
Duterte was born in Maasin, one of Yolanda-affected areas in Southern Leyte.

re looting
it's not just desperation
people who loot may be desperate but many have other motives
i keep hearing people in the media say it's coz desperado ang tao
didnt they go to sociology class?
everybody sees other people do it so everybody joins in --- it's call collective behavior
Collective behavior - Wikipedia, the free encyclopedia
The expression collective behavior was first used by Robert E. Park (1921), and employed later by Herbert Blumer (1939), Ralph Turner and Lewis Killian (1957), and Neil Smelser (1962) to refer to social processes and events which do not reflect existing social structure (laws, conventions, and institutions), but which emerge in a "spontaneous" way. Collective behavior takes many forms but generally violates societal norms (Miller 2000, Locher 2002). Collective behavior can be tremendously destructive, as with riots or mob violence, silly, as with fads, or anywhere in between. Collective behavior is always driven by group dynamics, encouraging people to engage in acts they might consider unthinkable under typical social circumstances (Locher 2002).
mixed motivesEmergent-Norm Theory - according to Ralph Turner and Lewis Killian (1957), crowds begin as collectivities composed of people with mixed interests and motives. Especially in the case of less stable crowds—expressive, acting and protest crowds—norms may be vague and changing, as when one person decides to break the glass windows of a store and others join in and begin looting merchandise. When people find themselves in a situation that is vague, ambiguous, or confusing new norms "emerge" on the spot and people follow those emergent norms, which may be at odds with normal social behavior. Turner and Killian further argue that there are several different categories of participants, all of whom follow different patterns of behavior due to their differing motivations.[/B]
there are people who are motivated by hunger and thirst --- taking only food and water
but others have other motives
how often can you go into a store take what you want and leave without paying
many looters are just taking advantage of an opportunity
they see someone leave the store with a TV or washing machine
when a crowd is presented with an opportunity to get free appliances they don't want to let that opportunity pass so they join in
it's a spontaneous decision
that's the psychology behind that kind of collective behavior
