My Samsung tablet has a Globe prepaid SIM and my Oppo phone has a Smart prepaid SIM. Both have zero load for almost a year now, and still they get NDRRMC alerts. Also my wife upgraded from a Nokia 5.1 to a Xiaomi Rednote, transfering her Globe SIM to the latter, but lo and behold her Nokia still receives NDRRMC alerts even without a SIM.
