I vote for the latter -- we're reaching the limits of MM's infrastructure.
I've been driving since the mid 90's. I recall driving through really strong 1-2hr non-stop rain -- so strong that my car was so clean when i got home -- parang dinaanan ng pressurized car wash. Bumaha nga, pero hanggang 1/2 wheel lang. Back then, lagusnilad lang yata yung nagiging seaworld.
I think it has to do with MM infrastructure plus there are too many cars and people in MM. It's only in the recent 2 or 3 years when a few hours of rain would flood MM. Even places that never flooded in the past decade would easily get flooded now.
It looks like a lot of people were not able to come to work today. Our office parking has a lot of vacant spaces pa.

Yung mga pwedeng umuwi ng 5 dapat magmadali na. It's getting dark in our area na rin.
