    TACLOBAN CITY, Philippines - Rappler's Rupert Ambil reports that at least 10 gun shots were fired near the city hall Sunday afternoon, November 10, following attempts by some prisoners to escape.

    According to one jail officer, they have recaptured some of these prisoners. The gun shots have also stopped. The local jail is near the city hall, which is also the command and control center set up by the government in the aftermath of Typhoon Yolanda.

    On Saturday, November 9, Rappler already saw two attempts by prisoners to break out of jail.

    Martial law?

    Earlier on Saturday, the city council and several businessmen called on president Benigno Aquino III to impose martial law in the city due to widespread looting and general chaos on the streets. (READ: Tacloban gov't wants city under martial law)

    According to Vice Mayor Jerry Yaokasin, the declaration will prevent anarchy, , given that food shortage and looting are already taking place.

    The President, who was in Tacloban to assess the situation, said the city council must first issue a resolution to establish there is threat of violence or anarchy. He added he is ready to act on the resolution as long as it's endorsed by the city mayor and the first district representative.

    THE TROPICAL DEPRESSION EAST OF SOUTHERN MINDANAO HAS ENTERED THE PHILIPPINE AREA OF RESPONSIBILITY (PAR) AND WAS NAMED “ZORAIDA”.

    Location of eye/center: At 4:00 AM today, the center of Tropical Depression “ZORAIDA” was estimated based on all available
    data at 950 km Southeast of Hinatuan, Surigao Del Sur (5.0°
    N, 135.0°E).

    Strength: Maximum sustained winds of 55 kph near the center.

    Movement: Forecast to move Northwest at 28 kph.

    Forecast Position: Tropical Depression “ZORAIDA” is expected to be at 400 km Southeast of Hinatuan, Surigao del Sur by tomorrow morning and in the vicinity of Tagbilaran City by Wednesday morning. By Thursday morning, it is expected to be at 170 km West of Coron, Palawan.

    Yeah. That's why we should also take into consideration the construction of typhoon resistant evacuation centers and hospitals in the provinces. Also, there has to be protocols for the immediate deployment of military and medical support, once the typhoon passes.

    Nasira yung bahay ng kasambahay namin and we're giving financial support for them to rebuild a more durable home.

    On another note, i'm really hoping na nilipad na yung mga NPA at iba't ibang rebelde.

    Kahit concrete homes were smashed to bits. Ampaw yung mga construction..no reinforcement bars They even substituted the steel bars with bamboo. Zero enforcement ng building code sa province, ito ang resulta...

    Wala pa din signal afaik at maybe no electricity pa nga. Sana nga okay siya. Kaibigan ko din hindi pa nagrereply eh. Hoping for the best.

    Just like in a flash flood, it's the storm surge and debris that did in the concrete structures. Expect the same scenario in Metro Manila should a the expected strong earthquake hit us; a collapse of buildings that did not adhere to the building codes.
