    No thanks to problems with two major power plants in Luzon, three-hour rotating brownouts loom over serviced areas of Manila Electric Co. (Meralco) Tuesday.

    Meralco spokesperson Dina Lomotan said the brownouts are due to the shutdown of Sual 1 in Pangasinan and problems with the power plant in Masinloc in Zambales.

    "Ito ang nakita nating deficiency kaya maghanda for more or less three hours rotational brownout (There will be a deficiency of power so subscribers will have to prepare for three hours' rotational brownouts)," Lomotan said in an interview on dzBB radio.

    She noted Sual 1 alone generates some 647 megawatts.

    Lomotan said residential and commercial customers may experience rotating brownouts between 8 a.m. and 6 p.m.

    Industrial customers may experience brownouts between 7 and 10 p.m., she added.

    The Department of Education (DepEd) on Tuesday suspended afternoon classes in the preschool, elementary and high school levels in public and private schools.

    DepEd Metro Manila officer-in-charge Elena Ruiz said this stemmed from the recommendation of the National Disaster Risk Reduction and Management Council.

    "By recommendation of the NDRMMC, ang DepEd NCR ay nag-a-announce ng suspension of classes by noontime today Oct. 19 in preschool, elementary and high school levels for public and private schools," she said in an interview on dzBB radio.

    Earlier, the NDRMMC recommended the suspension of classes in Metro Manila and Rizal province due to strong winds and heavy rains from typhoon “Juan" (Megi).

    Radio dzBB’s Benjie Liwanag Jr. reported that NDRRMC executive director Benito Ramos made the recommendation to Malacañang on Tuesday morning.

    The report quoted Ramos as saying it would be better to suspend classes and be “wrong" if the weather improves, if only to achieve “zero casualty."

    On Monday night, Malacañang suspended work in Ilocos, Cagayan Valley and Cordillera, the regions hit hardest by then super-typhoon “Juan."

    Super typhoon "Juan" (international name: Megi) moved toward the South China Sea on Tuesday but not before bringing rains to Metro Manila and other parts of Luzon.

    The Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) said Metro Manila and Central Luzon can expect rains from "Juan" for Tuesday.

    "Yung circulation ng bagyong 'Juan' may kalakihan, kaya kahit papaalis si 'Juan,' ang pinakabuntot niya kasama ang Metro Manila, halos umabot pa ... Asahan natin ang kalakhang Manila makakaranas ng pag-ulan at bugso ng hangin," PAGASA forecaster Buddy Javier said in an interview on dzBB radio.

    (The circulation of 'Juan' is rather wide. Its tail end is affecting Metro Manila, so we can expect more rains and winds.)

    Javier said their projections indicate that "Juan" may not exit Philippine territory until at least Wednesday night or Thursday morning.

    "Ang projected na labas niya siguro mga bukas ng gabi o Huwebes ng umaga (The projected exit of 'Juan' is Wednesday night or Thursday morning)," he said.

    DepEd added that classes may be suspended in other provinces with public storm signals, depending on the decision of the local government and local DepEd superintendent. –with Candice Montenegro, VVP, GMANews.TV

    Oct. 19 (Bloomberg) -- Typhoon Megi, which left at least 10 people dead as it crossed the Philippines yesterday, strengthened as it churned over the South China Sea on a path to Hong Kong, the U.S. Navy Joint Typhoon Warning Center said.

    The projected path has recently been fluctuating and the Joint Typhoon Warning Center has shifted Megi's second landfall toward the city of Hong Kong (population: 7 million) in southeastern China.

    The storm, which made landfall as a supertyphoon on Luzon’s northeast coast yesterday before weakening over land, was about 350 kilometers (220 miles) northwest of Manila and 780 kilometers southeast of Hong Kong at 2 p.m. local time, the U.S. Navy said. Megi’s winds increased to 185 kilometers per hour and the storm was moving west-northwest at 11 kph.

    Megi’s winds are forecast to strengthen to 213 kph as it crosses the South China Sea. That would make it a Category 4 storm on the five-step Saffir-Simpson scale, capable of “catastrophic damage,” according to the U.S. National Hurricane Center. Megi may hit Hong Kong within three days, the U.S. Navy tracking map shows.

    Nagtext yung meralco sakin about that around 2PM that there will be a tentative 3-hour rotating brownout here in my place, Quezon City, from 4:01-7:00pm. However, at around 4:40pm, meralco canceled their plan since according to them, the power was sufficient enough for the community ...

    A tropical cyclone that looms as the herald of the rainy season this year may enter the Philippine area of responsibility as early as Saturday night, state weather forecasters said.

    Science Department Undersecretary Graciano Yumul Jr. said the cyclone might move towards Northeast Luzon and directly affect parts of the country starting next week.

    “(Maaring) papasok ang cyclone mamayang gabi o bukas ng umaga sa Philippine Area of Responsibility... Magta-traverse siya dikit sa northeast Luzon," Yumul said in an interview on dzRH radio.

    He said the cyclone, which will be codenamed “Chedeng" once in Philippine territory, is still gaining strength and will likely enhance the southwest monsoon.

    Yumul said the cyclone is likely to affect the western seaboard including Metro Manila, bringing rains to these areas, and it might also usher in the rainy season.

    According to him, there is “strong possibility" the cyclone could be among the most most powerful cyclones to hit the country this year.
