    what's the technology they are proposing ba? why not make yearly registration a strict inspection of road worthiness of jeepneys so you just affect those who are really irresponsible on maintaining their jeepneys.

    Because this support has not been given to them, then they refuse to adapt simply because they can't. Which is why time and again, no progress happens.

    let's see the government lure them in with an honest to goodness trade in your clunkers for newers program.
    and let's see the jeepney operators line up for it.

    Putting myself in the jeepney driver's shoes, why will I get buried in debt to buy a new vehicle when my current one serves me just fine?

    Since it's not yet outlawed, there is no incentive for jeepney drivers to upgrade their rides. If a Vios serves you just fine for personal transport, why will you buy a Maserati especially if you can't afford it?

    And again, I go back to the premise that even if the government bulldozes their way through this (which they do quite often, I've noticed) by banning jeeps outright, you cannot suddenly force these isang-kahig-isang-tuka drivers to cough up the money for a new, modern jeep.

    and it's the franchise operators' problem. if they can't ensure the safety of their vehicles, and they can't invest in 'em, then they better get out of the business and surrender their franchise. let the investor with funding take over."

    That's how it should work - ideally. There really are those who insist on a "pwede na" mentality, and those really have to go. A clear standard on what is the minimum acceptable operating condition is needed if the government wants to move forward with this discourse.

    Currently, the proposal is to ban all jeepneys older than 15 years old. In the same way that motorists with cars from the 90's will complain that their 20-year-old relics are in better shape than newer vehicles, jeepney owners will also cry foul.

    Which is why there should be strict standards on vehicle road-worthiness that will be properly implemented. It all starts there.

    Now, if they decide to have a uniform ban 15-year-old jeeps, that's the government's call, as long as the younger jeeps are still subject to the same standards. It's less poor-friendly, but if it elevates the general road-worthiness of the jeepneys on the road, then so be it.

    If your jeep is too old, out. If your jeep is new but fails to meet standards, out. Only when your jeep is new enough and good enough will you be allowed to keep your franchise.

    With these strict guidelines in place, the assistance to facilitate the shift is needed. To be fair to the DOTr and LTFRB, it's included in their considerations.

    It just needs to be ironed out so that jeepney drivers know what standard they will have to uphold, and how they can go from road wreck to safe public transpo without going bankrupt.

    personally, i am not in favor of public utility vehicle useful lifespan limits.
    i am more in favor of vehicle condition requirements. i have no issue with MD and JD buses of the 1970s, still plying their routes today, as long as they pass the safety requirements.
    the un-hinging key here, however, is the laxity of our maintenance and inspection personnel. sila yung mga "puede na" mentality.
    i remember one story decades ago... the swedish vehicle inspector goes about his inspection of the vehicle in question, with a mallet in hand! he gives a suspicious panel a whack, and if rust falls off, the vehicle is banned.

    can we have something like this here? wala working vehicle lights (all of them! including dome lights and dash lights), ban! wala starter, ban! wala busina at horn button, ban! pollution spewer, ban and impound! ayusin nila sa impound area. after staying in the impound area for 3 months, confiscate and make into fish condo.
    tough laws... tough times. you want nice air? fight for them!
