Which shouldn't be the case. Obamacare was already enacted into law, meaning the Republican majority in Congress failed to block it. The present shutdown wouldn't have happened if Congress just approved the budget, which was the main agenda. But the Republicans instead of simply deliberating about the budget, insisted that Obamacare should be defunded before they would approve the budget.
They shouldn't have included defunding Obamacare, which is an entirely different entity in the budgetary discussions.

Yeah kaya may shutdown... Republicans want to defund for a year. Upon realizing that it's not going to happen, they wanted to compromise with individual mandate. After all Obama gave out waivers to big corporations.
Fully Funding Obamacare is a disaster waiting to happen. Small to medium businesses would need to cut employees or not go beyond the threshold, penalties for those who don't want to pay... It's directly going to affect the budget of middle class people. After all the promises of Obama that spending will be cut, now projections see the it will increase spending. That's the reason why republicans are trying to do their part of easing in the law.
