In both cases, it's caused by nature.
Sa case 1, sorry na lang yung close van. How the hell he would expect the care taker to pay for it. Parking on open streets has it's risk,
that's one part of the risk the van driver took.

Case 2. Wala naman tao when it happened so sino sisisihin nya & the car that park broke the golden rule of "don't block the drive way or passage way". he can shout to the bottom of his voice and your free to ignore or even complain him sa barangay for disturbance of peace. The driver should have think about it better bago cya nag park. baka cguro driver nga lang kaya walang common sense.
