    Nagpapagawa kami ng bahay and its almost done excited to moving in na then our contractor told me hindi pa daw pwede lipatan until wala pa occupancy permit.

    Im like WTF is that permit? Another money making venture ng cityhall? Owner ang titira then kailangan ng permit. We are about to shell out 45k for that! Animal!

    Puwede naman daw hindi kumuha kaso mas may problema daw pag nasita. May mga nag iikot ikot daw from city hall checking those permit.

    ...that, and applications for utilities may hit a couple of snags.

    AFAIK, that 45k is the 'lakad fee'.

    If your house passes all building codes, it shouldn't be a problem if you go process them yourself for cheap(er?).

    It is the duty of your contractor to inform you of the requirements on paperworks and permits before you go thru the build. From the building permit to the occupancy permit there should be a clear list and the corresponding budget for it. It is true that this becomes a troublesome task that's why some folks resort to "under the table" arrangements to facilitate the speedy release of their paperwork. Still there are some Municipalities that process permits dutifully w/ very minimal or no damage at all on your pocket like Marikina City. I'd just get the permit if I were you so you can get settled with your new house asap. My two cents.

    As long as walang violation sa building code at sa fire code there is no need for the "padulas". IIRC this requires the participation of your local fire station. The occupancy permit shall be issued after the rep from your local fire station inspects the house and deems it fire-safe. The occupancy payment can be paid lump sum or half before and half after construction prior to occupying the house.

    all along i thought occupancy permit is only applies if you let your house to be rented out?

    I am not sure but i guess this permit racket is only applicable in MM. The reason i say this is because i bumped into this scam about 2 yrs ago when my house in Alabang was built. I got my suking hardware to deal with it thus it was not much of a hassle for me. 2 yrs prior, i have my house down south done. After acquiring a building permit, that's it.

    Yeah, when i heard about this permit, my blood shot up my head. They would even require receipts as back up documents/evidence etc...it's nothing but a facking income generating/kotong scheme by the goverment. Yet, we pay all this crap permits and taxes and those squatters just rise from no where, occupy other's property illegally , no building & occupancy permits, illegal electrical supply etc...and yet the goverment protects them more than tax payers and even provide them with everything when their evicted.

    Our goverment officials really suck big time that who ever authored this law should be crucified.

    im from the province kelangan din dito ng occupancy permit kung pasado ka sa bldg. codes minimal lang ang fee baka naman yang contractor mo ang ang kelangan ng padulas para lakarin nya yung permit

    I had to pay this when my rest house in tagaytay was done. If everything is aboveboard, no need for padulas.

    Ito isang racket dyan. I just transferred yung land title ng isang property from previous owner to my wife. The previous owner paid for all the taxes pertaining to the sale of the property. Come to the Register of Deeds where transfer is being undertaken, they will ask for transfer tax and tax certificate despite showing receipt of real state tax. Transfer tax easily cost in the thousands and the certificate another 50 pesos. Worse, all these crap they will ask you to get from the municipality where the property is located.
    Mind you, the transfer tax is different from the processing fee for the RD which cost another 5 figures.

    Mader facking **** , why can't they not just bill juan dela cruz one time and let the goverment (national & local) get their own share of tax of what ever they want to call it? Pinagbabayad kana ng kung ano-ano yet they ask you too pay it to BIR, Local goverment then to RD. Si Jaun dela cruz na ang pinag-bayad, si juan dela cruz ang pupunta at pipila kung saan-saan. Bwisit talaga ang systema ng gobierno natin and yet they call them selves, of service to the people crap.

    Yung milyun milyong squatters sinisingil rin ba nila iyan. What is rewarded is what is encouraged. So lahat raw ng pilipino mag ambisyon maging pulubi para makinabang sa gobyerno. Para na rin madaling mabilog ng politiko ang mga ulo.

    Oh so this is a nationwide thing. I got 3 houses outside the metro but never did i pay or was asked to pay for such a thing. And i'm paying taxes annually on all these property.

    I trust our contractor never kami nagkaron ng issue or anything. Subok na sila ng family namin actually pang 5 kami na nagpatayo ng house nauna mga tita/pinsan ko.

    Yes i believe may "extra charge" yan since may insider sila na kakilala sa putaragis na cityhall. Spare ourselves the hassle kaya sila na maglakad since lahat naman ng documents and permit sila nag ayos. Im just shocked that theres such thing to think owner ang titira sa bahay.

    Pwede naman hindi kumuha kaso mahirap ma tsambahan. One time may taga cityhall nag surprise visit dito checking our permits buti complete wala sila nagawa akala ata makaka delihensiya.

    It is required and you will definitely need it in due time. It alsi sgould be proof that the structure was built in compliance to the building codes and laws.It is for your safety and security as well. Kahit sa bank, when they appraise a property with a new structure/improvements, they will look for the occupancy permit.

    As for transfer taxes, etc. When we bought a property last year, the seller and the agent made sure all costs were accounted for and whom between the buyer and seller is responsible for settling what item. I basically budgeted and extra 100K for these additional costs even before signing Deed of Sale.
