    I think they can't easily do that, they'd probably face a bunch of "lawsuits" from those bus operators.

    siguro only a law can do that... may mga franchises na existing now.. nagbayad lahat.. and it is a contractual obligation on the part of the government.. unless they pay just compensation... although still they can do that then just face them in court na lang later... at least may action agad...

    and for that matter, how sure are we na gawin man ng LTRFRB yun (unilaterally cancel all franchises) yung mga kakutsaba sa loob na nagpalusot ng mga papeles noon ay wala na now?



    Also why don't they mark/color the buses so they can easily spot the colorums from the legal ones?

    stickers can be faked eventually.. kung tutuusin.. may sistema din mga colorum na stickers etc.. lalo na yung mga may payola sa MMDA.. kaya di na hinuhuli ng MMDA since alam na "ka grupo"... yun nga nangyari kaya biglang luwag yung EDSA pagkaupo ni Tolentino.. somehow.. whoever is backing these colorums were able to eventually catch up in some way kaya ngayon... hirap na naman MMDA to apprehend... nagkalat na uli sila... malakas na uli loob nila... maybe nakahanap na ng padrino...

    kung tanggaling naman ni Tolentino yung mga tao sa MMDA na involved... baka sangkatutak na kaso naman ang harapin sa NLRC ... hindi rin ganun kadali kumuha ng evidence to go thru due process para magtanggal ng tao ... maaari yung mga managers sa MMDA, basta loss of trust and confidence tanggal na (duda ka pa lang, at least may laban na).. pero sa rank and file na mga enforcers... kung may sindikato na sa loob.. di rin sila basta basta matatanggal unless mag entrapment operation sila...

    Its time na hawakan ng gobyerno ang mass transportation, pero mukhang suntok sa buwan.. Para wala ng competition, wala ng wreckless, wala ng colorum, wala ng lagayan sa daan..

    Too bad the goverment couldn't give the public someone with enough balls and free hand to deal with the bus operators.

    Recto: EDSA congestion plan should be aimed at bus reduction

    Sen. Ralph G. Recto today said any decongestion blueprint intended for EDSA should be anchored on reducing the number of public utility buses (PUBs) plying the national thoroughfare.

    "A traffic reduction plan clamping down on the use of private vehicles would not solve the problem. There should be a laser-powered approach to cut through the volume of buses traversing EDSA to attain satisfactory results," Recto said.

    He noted that World Bank (WB) figures indicate that the ideal volume of buses along EDSA should be only 1,600 but around 7,000 PUBs, including "colorum" buses, are actually using the major thoroughfare.

    Recto said the challenge for government agencies such as the Metro Manila Development Authority (MMDA) is to at least halve the current number of buses using EDSA.

    "We cut down by half the current volume, we cut down traffic and even pollution along EDSA," he said, noting further that some $2 billion in possible income from economic activities that depend on EDSA is lost everyday.

    Recto said new proposals to enrol public utility buses (PUBs) in the number-coding program would impact significantly in bringing down the number of buses plying EDSA.

    He said one positive trickle effect of this would be an increase in the ridership of Metro Rail Transit (MRT) 3, which has become heavily dependent on state subsidy due to weak revenues.

    The senator also noted that MRT-3 was projected to transport around 600,000 riders daily but only about 414,000 to 500,000 are serviced daily.

    "With fewer buses, we could be moving people from buses to climb up the stairs and take the much safer MRT-3 and, in the process, increase its viability," he said.

    Recto said shifting the commuting preference of people to MRT-3 would also mean "more value for every peso subsidy" that government pours into MRT system yearly as fare subsidy and for maintenance.

    "With a P7.3-billion subsidy for MRT-3 next year, EDSA-bound commuters should better put to good use this subsidy money by patronizing the MRT service," he said.

    He said ultimately, the MRT-3 would be able to expand its fleet of coaches or trains on the back of increased passenger traffic and wean away from costly subsidy in the long-term.

    Recto nevertheless lauded Metro Manila mayors, who comprised the policy-making body of the MMDA, for shooting down the proposed odd-even scheme for private vehicles along EDSA.

    saka dagdag nyo bus na nag-ply dito sa Ortigas ave from robinson galleria haggang dun sa C5, grabe ang liit liit ng kalye na ortigas , at any point in time may sampung bus dun , yun kulay green na bus saka yun kulay dilaw na bus.

    nagtataka talaga ako ba't me bus, dito eh di ba dapat sa highway lang yan. bakit yun ibang avenue like mindanao ave, visayas ave. wala naman

    lakihan nila yun fine sa mga colorum buses, make it P50k/bus pag nahuli then impound it after a week pag hinde pa rin na claim then forfeited na sa gov't yun bus.

    ewan ko lang kung hinde pa tumigil mga colorum.

    I ride buses everyday going home, and the most blaring thing I've noticed with these MMDA enforcers is that they enforce nothing!

    At Ortigas, because of the new pedestrian bridgeway system implemented (which is good IMO, no more stupid people crossing EDSA in theory), people have been getting off at the wrong side of EDSA (not in the unloading area) just to save the extra steps of climbing up and down stairs. Score one for the lack of Filipino discipline. Anyway, bus conductors care not whether illegal yung ginagawa ng pasahero nila. Why? Because the traffic enforcers just turn a blind eye on it! Seriously, only about 7% of the time do they bother saying "Bawal po diyan, may nanghuhuli, doon tayo sa tamang babaan".

    And numerous times I've ridden buses that have been caught by the MMDA and all they get is the equivalent of a slap on the wrist. No confiscation of anything, no fines. Worst case for the drivers is a hungry TE needing lunch money.
