Caloocan identifies ‘no-text zones’

By MARK IVAN ROBLAS, The Manila Times Correspondent

Caloocan City gasoline stations may soon be declared as "no-text zones."

Councilor Nora Nubla is pushing for an ordinance that would penalize motorists caught texting inside their vehicles while refueling at gas stations, including six months jail time for the third offense.

Nubla said the ordinance seeks to enhance public safety.

Nubla noted that warnings by the Department of Energy on using cell phones at gas stations have largely been ignored.

The department has said that the electronic signals emitted by mobile phones could accidentally ignite gasoline and other flammable materials.

"It has been observed that motorists seem unmindful, if not ignorant, of the danger in using cell phones while refueling at gasoline stations, despite the public notices of the Department of Energy," Nubla said.

The councilor added that the ordinance would also ban smoking, keeping engines on while refueling, and the use of unsuitable containers for fuel.

This would also discourage "terrorist acts" in gas stations, she said.

First offenders would be fined P1,000 and imprisonment for a month. Repeat offenders will be fined P3,000 and be meted a jail term of three months, while the third offense carries a P5,000 fine and six months imprisonment.

Nubla said the ordinance would encourage motorists to heed the energy department’s warnings on irresponsible cell phone use.

maybe it's the other way around..

The councilor added that the ordinance would also ban smoking, keeping engines on while refueling, and the use of unsuitable containers for fuel.
