I think it's the other way around. There are (still) a lot of stupid and gullible foreigners who fall for this scam.

The world today as we know it, is no longer a virgin. So everytime you invest in a transaction, always compromise in a deal not based on "total trust". You must always have a way to bail yourself out with minimal damage as much as possible. You can't bet all or nothing these days.
