Maybe. But have you need people after they have been hit by a big flying rock or concrete piece in a car? Death or serious injury still resulted. It may not killed all three in the truck but using CHB (comcrete hollow blocks) would have resulted in at least MORE injuries or even more wide spread deaths from flying debris (fragments of CHB).
If they used hollow blocks, the explosion would have done the same damage except that you will now have thousands of smaller fragments weighting from a few grams to a few kilograms capable of flying further than the wall panel traveled to the van. Each of the larger fragments would be more than enough to seriously hurt or even kill a person on the street across from the explosion. Given that, it would be a worst alternative if hollow blocks were used.

Not really.From the news, the care taker visited the unit accompanied by a security guard as renter never answered her call.
After figuring out his in the unit, she went back to the parking area to wait for the renter as they were supposed to have dinner
together. It was at this point the explosion occurred. It was the same security guard who pulled out the renter from the explosion
to be send to hospital.

Blast hits Bonifacio Global City | Inquirer News
MANILA, Philippines – Fear gripped the Bonifacio Global City in Taguig Wednesday after an explosion rocked the highly urbanized district, radio reports said.
No one was reported injured in the blast that occurred outside the Parkade 2 building at the corner of 7th Avenue and 30th Street.
The cause of the explosion was unclear.
But reports said people in the area told authorities that a strong stench of liquefied petroleum gas was in the air when the explosion happened.
Witnesses also said that manhole covers flung up with columns of fire, indicating that the blast occurred underground.
