    Maybe putting the National Water Resources Council directly under Malacañang will help make sense of government’s water policies… but only if the lawyers and politicians in decision making functions listen to the engineers, hydrologists and other scientists whose opinions matter more than theirs.

    Until then, we will just hop from crisis to crisis and it gets tiring.

    Being honest? Nag dadalawang isip na ako sa pinoy doc. I still believe in the goodness of the general populace... Pero narinig/nabasa mo yung nangyari sa "Honesty Bus"?

    Sana sa metro lang yung 30% na yun..

    A lot of the workers in the Metro originally lived in the provinces bro. Big chance the cheats hail from just about everywhere.

    I'd like to think the 30% are either hard up or because of the stresses of living here feel like they could use the extra "win" in not paying for the fare. Disappointing still, but under somewhat mitigating circumstances.
