Merun times na pumapayag ang DFA na magissue ng passport sa newborn kahit na ang dala mo lang ay ang original copy ng certificate of live birth from the hospital na napirmahan ng taga munisipyo (that was what we did with my child - almost 17yrs ago). Pinaki-usapan lang namin yung taga DFA. My daughter then was barely 2 months old.

question lang: meron kasi akong ipapayos sa PSA (or more commonly known as NSO) regarding sa birth certificate ko. may missing detail siya na kailangan ko ipaayos (or authenticate; kindly correct me na lang) eh kailangang-kailangan ko itong maayos bago ako pumunta sa DFA passport appointment ko (noong first time ako nag-apply sa DFA with my birth certificate, may nakita ang DFA na may missing details, so they prompted me na ipa-Notaryo sa Abugado.)

do I need to go to PSA's (or NSO's) main office to fix my birth certificate?

Ang alam ko changes in your birth certificate are handled by your Local Civil Registrar (LCR) or court, not PSA. Im not a law expert though.

meaning, kung pinanganak ako sa Province A, doon ako pupunta sa Province na yun kung saan may NSO (or PSA)?

Sa local civil registrar ng LGU which registered you (to have your birth certificate amended); so sa Municipal or City Hall, not NSO/PSA.

Sa local civil registrar kung saan na register ang birth certificate mo. Saka ka lang pupunta ng NSO pag na amend na ang record mo sa local civil registrar.

    tama po.
NSO will only act on the communications sent by the local registrar.
but if the correction needs a court ruling... you will have to go to court... that will take more time and some money.

from what i understand, listening to companero over the radio, blanks and typo errors are easy. change of ***, change of dates, non-typo errors... these may require court ruling.

E yung NSO certified birth cert ang primary requirement pa naman para makakuha ng passport.
hindi naman talaga yun lang secpa or security paper ng birth certificate ang kailangan as a requirement ng passport. puede naman certified true copy of the birth certificate duly issued by the local civil registrar but duly authenticated by the philippine statistics authority (ito yung NSO noon).

so, ang gawin nito para madali, kumuha kayo certified true copy of the birth certificate ng bata sa local civil registry of the place where the child was born AND bring this certified true copy to the philippine statistics authority for authentication.
