which hospital ba ipinanganak? usually hospitals already have a protocol para ipasok yun sa city hall (i would think by batch para maximized ang effort ng liaison officer to Civil Registrar)... so dito pa lang possible may delay na... then pagtanggap ng Civil Registrar by batch.. so walang guarantee na yung sa baby na concern mo ang uunahin.... then I also presume the Civil Registrar will also work and send docs to NSO per batch...

looks like you need to get contacts not just from the Hospital but pati na rin sa Civil Registry para mapabilis ito...
