do I need to go to PSA's (or NSO's) main office to fix my birth certificate?
before i answer your question, may i know what are these "missing details" in your BC?

generally, walang PSA or NSA sa probinsya.

if yung problema mo ay harmless or innocuous errors lang dun sa BC mo and right now you're not living or residing at the municipality or city where you were born, puede pumunta ka dyan sa LCR kung saan ka nakatira para dun ka mag file ng petisyon. don't worry about this petition kasi may porma na ang LCR sa ganyan. all you need to do is to fill in the blanks. yung LCR kung saan ka nakatira, sila yung mag transact sa LCR of the place where you were born.

pero kung hindi yan harmless errors (like: ***, age, nationality, and status of a person), you need to file a petition for correction of entry in the regional trial court that has jurisdiction over the place where you are residing.

please take note na yung order ng korte taking cognizance over your case must be published in a newspaper once a week for 3 consecutive weeks. medyo mahabahabang proseso ito kasi mag appear pa yung SOLGEN dyan.

the rule here is that, no entry in the local civil registry must be changed or corrected without court order.
