Some of the new cards from the fancy companies are transparent with the chip built into the plastic. Some cards employ both the sim and the magnetic stripe.

Here in Manila, who pays for the fraud?

If the shop accepts the payment and has given the goods / service to the thief, would the shop have to pay for the goods or would the bank pay for it?

Most likely the merchant will be the one to shoulder the loss. It's their responsibility to check identity of card holder.

    insurance does for big amounts.

matagal lang na proseso. that is why upon dispute, reverse muna agad while doing investigation if proven fraudulent, either absorb ng bank yung small amounts or claim sa insurance yung malalaking amounts.

    the shops dont get sanctioned.
