The corruptors are not in govt.
Even if the Ombudsman succeeds in catching a big fish, the corruptors will just corrupt the replacement... and it's business as usual.
What if the replacement refuses to be corrupted?
Then someone calls up someone higher... and the replacement will be replaced in no time.
Business as usual.
