That is why I am for the Con-Con and for a unicameral Congress (and to abolish the Senate and the pork barrel).

But, since we HAVE a Senate, that is maximum money that they need operate as Senators. It is still up to the discretion of the elected Senator on how they will spend it (since they are elected and eligible to do that though I would wish for a stricter check & balance upon reimbursement). Look at Joker Arroyo, he operates with just 3 staff members and has the lowest recorded expense among all Senators.

In the grand scheme of Philippine politics, this "budget" is still mundane as compared to the other potential sources of graft & corruption. Heck, this pales in comparison to the billions of peso that is lost per year due to improperly remmitted tax & duties.
