i agree with the residency requirement of 2 years. however, in this forum, we are all earth citizens (unless we have aliens here), so let us dispense with the citizenship requirement.

BUT, apart from that, the most important qualification is, his posts MUST have contributed to our community to grow (and this is for mods to asses).
