A bit OT: when these MMDA boys try to get your money and you contest it in their face, they will threaten to remove your license plates. In this case, make sure you secure your plates with a unique kind of fastener (allen/hex and torx wrenches come to mind). That way wala sila magagawa.
A couple of these goons tried to get ours dati when the intersection was obviously ambiguous (Cubao going to Sta. Mesa atop the underpass, below the LRT). I'm sure they made it intentionally ambiguous to distract motorists. Di ako pumayag, so one of them walked in front of the car and tried removing the plate. Di niya magawa dahil iba yung fastener. Ayun when the light turned green I just floored it and left them. They never followed and I kept looking in my rearview mirror. They just want a quick buck.
So the first rule of thumb is to ask for their name. Pag tinanong nila baket, sabihin mo para alam mo kung sino irereklamo para masesante. Or use the cheque method I mentioned. If they ask for lagay, sabihin mo wala kang dala and don't take out your wallet. Tanong mo yung sa cheke sabihin mo para alam mo kung kanino susulatan. Malamang they will ask for your license, don't give it to them if you sternly believe na you're innocent.
Kung di pa sila pumayag at makulit pa rin, mangyayari is paikot-ikot lang kayo sa usapan. While talking, find an opportunity and opening on the road and just floor it. It's not worth wasting your time to these goons. They're supposed to be making things easier for all motorists but in reality, they're too selfish to do so.
