If tire tread is asymmetrical, it can rotate in whichever direction because only part of the tread's width is directional. This is unlike directional tires with pronounced V-shaped tread on the whole width of the tire, which are designed to rotate in only the direction of the Vs.

Rotation wouldn't affect that as you are not taking the tire off the rims. No matter where you put the tire it will still be the "outside" part.
