pcd is the distance between the farthest bolts in millimeters (mm). this is part of the bolt pattern. when it says 4x100, that's 4 holes with 100pcd. usually big sedans to bigger vehicles have 114pcd. small sedans and smaller vehicles have 100pcd. there are some exceptions.

offset is the distance from the bolt face to the center of the wheel in mm. by center i mean if you're facing the tire thread, not the sidewall of the tire. negative (-) offset means the wheel is protruding outwards. this is common for offroad vehicles. positive (+) offset means the the wheel is protruding inwards. this is common for sedans.

i think the civic vti is 4hx100pcd. not sure about the offset. your manual should indicate the proper offset for your car, but i believe it can handle +35 to +45. note that too much positive offset can cause rubbing of your tires to the wheel wells. i'm sure that +35 to +40 is safe.

if you'll go for 15" go for 195/55, not the 50 series.
