inconclusive po yang pic mo sir...
your environment is still bright... a little bit of more distance, and taking a pic should be manual and no flash...
I have seen xwind with less glares, but yang kunting glare will be a bad glare on dark provincial roads... our eyes accept more light on darker environments...
fogs are meant to scatter lights and fogs are worst from more distant view on HID, kasi expose lahat yung lamp. kung malapit kasi, natatakpan na yung fog sa bandang itaas ng housing niya...
I suggest improvize kahit yung fog man lang...

basta bi-xenon, may low/high po yan. it's not the Lights that will trigger the low/high beam, but a solenoid that will switch the cutoff on or off...
so an H3 can be a low/high. but unlikely, D2S type ata gamit ng Bi-Xenons.
but the pics I posted are all single beams, idealy for fog lamp improvize... except for the main headlight convertion kits from north customs...
